Notice of Meeting and Summons to Attend
To: ALL MEMBERS OF LYDIARD MILLICENT PARISH COUNCIL: Councillors : Dean Cobb, Andre Kayani, Vernon Montgomery, Siân Penning, Alan Pfleger (Chairman), Richard Selwood, Mike Sharp, Phil Shepherd, Sarah Hill Wheeler.
In accordance with schedule 12, para 10(2) of the Local Government Act 1972 – Notice is hereby given that a meeting of Lydiard Millicent Parish Council will be
held on Thursday 5th April 2018 in Lydiard Millicent Parish Hall, Lydiard Millicent, commencing at 7.30pm.

Public Question Time: Members of the public are invited to make representations to Lydiard Millicent Parish Council on matters relating to items on this Agenda (Public Bodies [admission to meetings] Act 1960), before the meeting commences (limited to 10 minutes). Every effort will be made to give accurate answers to all questions, but in some cases further research may be necessary when an answer will be given by the Chairman or Clerk as soon as possible.
Neighbourhood Watch Representative, Community Speed Watch Co-ordinator, Neighbourhood Plan Steering Group Representative and Unitary Councillor will be invited to address the Council at this time if they wish.
1. Apologies for Absence: The Council is asked to note any apologies and to accept reasons they consider to be appropriate.
2. Declarations of Interest: To receive Declarations of Interest in accordance with the Code of Conduct adopted by this Council in July 2012. Members are
reminded that it is their personal responsibility to make sure the Register of Interests contains up to date information. If changes are needed please contact the
Clerk, who can arrange for the changes to be carried out.
3. Minutes: To confirm and sign as a true record Minutes of the Meeting held Thursday 8th March 2018.
4. Chairman’s Announcements: General updates and information not requiring a formal decision from the Council will be relayed at this point.
5. Planning Matters:
a. The Council is asked to note the following decisions made by Wiltshire Council since the last meeting:
- 18/00647/FUL – 24 The Street, Lydiard Millicent
A detached timber oak framed double garage to the rear of the property, to occupy a small part of the current parking area. Approx external dimensions 6m wide x 5.5m deep x 3.8m high.
Decision : Approve with Conditions
- 18/01377/FUL – Echo Lodge, Wood Lane, Brinkworth
Single storey extension with balcony
Decision : Approve with Conditions
b. The Council is asked to confirm the Planning Working Group comments on the following Planning Applications from Wiltshire Council.
- 18/02925/TCA – The Vicarage, The Butts, Lydiard Millicent
Fell 1 x Bay, 1 x Holly, 1 x Cypress, 2 x Elm trees; Crown lift 1 x Cherry tree 3m from ground level.
The Planning WG recommends no objections to these tree works.
6. Finance
a. To note payment of regular monthly and standard accounts; which have previously been reviewed and signed by two Councillors as required under the
Council’s Financial Regulations. Appendix A
b. To authorise any non standard payments, Clerks reimbursements and expenses.
The Council requires an updated version of “Arnold-Baker on Local Council Administration”; at a cost of £73.60+P&P.
c. Consider and adopt the Councils Financial Risk Assessment Register.  Appendix B
This item was deferred from last month to allow members more time to consider this document. The Council will be asked to comment and adopt this
d. Consider a contribution towards the Clerks extended training, which after two years will result in a HNC in Community Governance.
Appendix C is Confidential for Councillors only as it relates to a member of its staff.
7. Footpath LMIL 70 Appendix D Cllr Shepherd will present an update on progress of this project.
The Council will be asked to agree the continuation of this project and to set an appropriate budget.
8. Parish Identity Signs / White Gates Appendix E Cllr Shepherd will present an update for this project. ASF Signs have reproduced
two alternative colourings of the Councils logo. These have been discussed between meetings.
The Council will be asked to confirm they wish to continue with this project and to set a budget limit. Councillors could consider delegating authority to aid the
smooth continuance of this project.
9. Consideration of Changes to Parish Council Meetings Appendix F
Full Council Meetings are currently held on a Monthly basis. In order to allow members of the public to have a greater input a change in structure is suggested.
The Council is asked to consider the attached Report, and to comment on the final recommendations.
10. Date of Next Meeting
The next meeting of Lydiard Millicent Parish Council will be its Annual Meeting, which will take place on Thursday, 17th May 2018, commencing at 7.30pm in
Lydiard Millicent Parish Hall.
