In accordance with schedule 12, para 10(2) of the Local Government Act 1972 – Notice is hereby given that a meeting of Lydiard Millicent Parish Council will be
held on Thursday 8th March 2018 in the Jubilee Club House Community Room, Meadow Springs, Lydiard Millicent, commencing at 7.30pm.

Public Question Time: Members of the public are invited to make representations to Lydiard Millicent Parish Council on matters relating to items on this Agenda (Public Bodies [admission to meetings] Act 1960), before the meeting commences (limited to 10 minutes). Every effort will be made to give accurate answers to all questions, but in some cases further research may be necessary when an answer will be given by the Chairman or Clerk as soon as possible.

Neighbourhood Watch Representative, Community Speed Watch Co-ordinator and Neighbourhood Plan Steering Group Representative will be invited to address the Council at this time.

Report from Wiltshire Councillor: An opportunity to put questions to and receive information from the local Unitary Councillor, Mollie Groom.


1. Apologies for Absence: The Council is asked to note any apologies and to accept reasons they consider to be appropriate.

2.  Declarations of Interest: To receive Declarations of Interest in accordance with the Code of Conduct adopted by this Council in July 2012. Members are
reminded that it is their personal responsibility to make sure the Register of Interests contains up to date information. If changes are needed please contact the Clerk, who can arrange for the changes to be carried out.


3. Minutes: To confirm and sign as a true record Minutes of the Meeting held Thursday 1 st February 2018.

4. Chairman’s Announcements: General updates and information not requiring a formal decision from the Council will be relayed at this point.

5. Planning Matters: 

a. The Council is asked to note the following decisions made by Wiltshire Council since the last meeting:
- 17/11180/FUL – Cotswold Heights, Greenhill
Extension and Alteration to Dwelling

- 17/12113/FUL – Unit 4 Bagbury Park, Lydiard Green, Lydiard Millicent

b. The Council is asked to confirm the Planning Working Group comments on the following Planning Applications from Wiltshire Council.

A detached timber oak framed double garage to the rear of the property, to occupy a small part of the current parking area. Approx. external dimensions 6m wide x 5.5m deep x 3.8m high.

- 18/01377/FUL – Echo Lodge, Wood Lane, Brinkworth
Single storey extension with balcony

- 18/01618/FUL – Home Farm, 8 Wood Lane, Brinkworth
Proposed Two Storey Side Extension. New Vehicular Access.

6. Finance
a. To note payment of regular monthly and standard accounts; which have previously been reviewed and signed by two Councillors as required under
the Council’s Financial Regulations.
b. To authorise any non standard payments, reimbursements and expenses.
c. Consider and adopt the Councils Financial Risk Assessment Register.

7. Parish Identity Signs:  Further to minute 021/18, the installation of parish signage, examples of the Signs have been commissioned. The examples are prepared to the necessary Highways standards and produced in actual size. They will be available at the meeting for all Councillors to view. By the date of the meeting Highways Officers will have been consulted on siting of these signs.
The Highways WG will lead discussion to help with the Councils consideration as to whether the example signs are suitable or if further prototypes should be
obtained before a decision is made.
The Council is asked, after consideration and discussion, if they wish to confirm this design for Parish Signage; and direct the project to the next step.

8. Purton Parish Neighbourhood Plan: Purton Parish Neighbourhood Plan is progressing, and is currently in a consultation period (5th February to 20th March 2108).

Regulation 16 of the Neighbourhood Planning (General) Regulations 2012 states the Local Planning Authority (Wiltshire) must bring the proposal (Purton Neighbourhood Plan) to the attention of people within the Plan area and in surrounding areas.

The Council is asked if it wishes to make any comments in this formal consultation of the Purton Parish Neighbourhood Plan.

9. Date of Next Meeting/; The next meeting of Lydiard Millicent Parish Council will be held on Thursday 5th April 2018, commencing at 7.30pm in Lydiard Millicent Parish Hall.

10. Councillors Observations, Communications, Updates and Photographs: This agenda item is for updating and information only.
Councillors will be asked if there are any observations or communications they wish to make. No recommendations for inclusion on the Agenda had been
received by the Clerk from Working Groups this month, although chairmen may wish to update Councillors verbally at this time, some Working Group meetings
have been held recently.
There are some Councillors without an identifying photograph on the new website. When there is a face alongside names it helps residents to feel more
connected to the Council. As all Councillors will be present the opportunity should be taken to update everyone’s photo.
