M4 Junction 16 improvement works

Junction 16 updates from Swindon Borough Council.

 

28/03/18 Planned surfacing and lining works   

Overnight works from 8.00pm to 6.00am, Wednesday, 21 March to Thursday, 29 March inclusive, and Tuesday, 3 April.

  • Traffic in contraflow from Great Western Way onto the west side of the junction 16 roundabout and A3102.
  • Frankland Road junction with Great Western Way will be closed and local traffic will be diverted via Frankland Road, Ramsden Road and Blagrove roundabout back to Great Western Way.  
  • The M4 eastbound entry slip road will be closed and traffic will be diverted across junction 16 and onto the A3102 towards Royal Wootton Bassett. At the first island, traffic will be turned around and returned back along the A3102 to join the M4 westbound. At junction 17, exit the M4 and then return eastbound on the M4.  
  • The M4 westbound exit slip road will be closed. Traffic will be directed to continue onto junction 17 to exit and return eastbound on the M4. 
  • Hay Lane will be closed southbound (northbound open) and through traffic will be diverted into Swindon and back to Hay Lane via the A3102, B4006, B4289 and A4289, before joining Redpost Drive, Peglars Way, Mill Lane and Wharf Road.

Overnight works from 8.00pm - 6.00am, Wednesday, 4 April to Friday, 6 April inclusive 

  • Traffic in contraflow on the east side of junction 16 roundabout and temporary 3-way traffic signals will be in place to control traffic.
  • The M4 westbound entry slip road will be closed and traffic will be diverted across junction 16, down Great Western Way to Blagrove roundabout and back up to junction 16 to join the M4 eastbound. Traffic will exit the M4 at junction 15 and return westbound. 
  • The M4 eastbound exit slip road will be closed and traffic will be diverted to junction 15 and then returned along the M4 to exit at junction 16.
  • From Royal Wootton Bassett or Hay Lane to M4 eastbound slip road, traffic will be diverted down Great Western Way to the Blagrove roundabout and back up to junction 16 to join the M4.  
  • From Hay Lane to Great Western Way, traffic will be diverted onto the A3102 towards Royal Wootton Bassett. At the first roundabout, traffic will be returned back along the A3102 and onto junction 16.

Overnight works from 8.00pm to 6.00am, Saturday, 7 April to Sunday, 8 April inclusive

  • Full closure of the A3102 Swindon Road from the J16 roundabout to Spittleborough Farm entrance, for remaining surfacing and lining work.

M4 Junction 16 - Upcoming works
The layout at junction 16 was changed overnight on Sunday, 25th February and we would like to apologise for the disruption that this caused. The team has now increased the temporary signage around the junction and this has helped the updated layout. Also, we would like to remind road users that the traffic lights are currently set to a fixed timed sequence, which is not reactive to traffic volume. This is because the ongoing works are not yet at the stage where we can reinstate the system that detects traffic, however, this will be the case before the end of the project and the traffic light sequencing will be more efficient. Despite the recent cold weather the team has continued to make steady progress, completing the majority of drainage across the site and continuing to install ducts, kerbs, traffic signs and street lamps.

Surfacing and road markings 
The team is planning to start resurfacing and adding road markings to the whole roundabout from Monday, 19 March, during a series of overnight shifts. However, due to the size of the machinery we need to use, there will be some lane restrictions and temporary closures around the junction while we work. These restrictions are essential to give the team a safe working zone, whilst allowing us to keep the roundabout open to traffic.

19 – 29 March inclusive from 8pm to 6am – traffic in contraflow from Great Western Way and onto the west side of the junction 16 roundabout and A3102. At the same time: Frankland Road junction with Great Western Way closed – local traffic diverted via Frankland Road, Ramsden Road and Blagrove roundabout back to Great Western Way. 
M4 eastbound entry slip closed – traffic diverted across junction 16 and onto the A3102 towards Royal Wootton Bassett. At the 1st island, return back along the A3102 and join the M4 westbound. At junction 17 exit the M4 and then return eastbound on the M4. 
M4 westbound exit slip closed – traffic to continue to junction 17, then exit the M4 and return eastbound on the M4.
Hay Lane closed southbound (northbound open) – through-traffic will be diverted into Swindon and back to Hay Lane via the A3102, B4006, B4289 and A4289, before joining Redpost Drive, Peglars Way, Mill Lane and Wharf Road. 
30 March – 2 April inclusive – NO WORKS

3 April – 5 April inclusive from 8am to 6pm – traffic in contraflow on the east side of junction 16 roundabout and temporary 3-way signals will control traffic to the south.
M4 westbound entry slip closed – traffic diverted down Great Western Way to Blagrove roundabout, and back up to junction 16 to join the M4 eastbound. Traffic will exit the M4 at junction 15 and return westbound.
M4 eastbound exit slip closed – traffic diverted to junction 15, then return along the M4 to exit at Junction 16.
From Royal Wootton Bassett or Hay Lane to M4 eastbound – traffic will need to travel down Great Western Way to Blagrove roundabout and back up to junction 16 to join the M4. 
From Hay Lane to Great Western Way – traffic will be diverted onto the A3102 towards Royal Wootton Bassett. At the 1st island traffic will return back along A3102 and onto junction 16. 
6 – 7 April inclusive from 8am to 6pm – Full closure of the A3102 at junction 16, for final surfacing and road markings. Diversion for through-traffic below.

08/03/2018 Latest Update from Swindon Brough Council regarding overnight closures at J16

Planned overnight closures between 8.00pm and 6.00am

  • Friday, 9 March – Swindon Road A3102 and westbound on slip road 
  • Saturday, 10 March – Swindon Road A3102 and westbound on slip road
  • Sunday, 11 March – Swindon Road A3102 and westbound on slip road

In order to minimise disruption to road users and maintain traffic flow as much as possible, we are planning to resurface the whole roundabout during a series of overnight shifts commencing on Monday,19 March. Further details are outlined below. Due to the size of the machinery we need to use for the surfacing activity, there will be some lane restrictions and temporary closures around the junction, which are essential to create a safe working zone, whilst keeping the roundabout open to traffic.  

Planned surfacing and lining works   

Pre-Easter overnight works from 8.00pm to 6.00am, Monday, 19 March to Thursday, 29 March inclusive

Inclusive overnight works from 8.00pm to 6.00am, Friday, 6 April to Saturday, 7 April inclusive

  • Full closure of the A3102 for remaining surfacing and lining

 

28/02/2018 Please see below a response to Royal Wootton Bassett Town Council from the J16 contractor HOCHTIEF regarding the problems at J16 on Monday 26th February

"Part of the road layout was changed at Junction 16 overnight on Sunday, 25th February. Unfortunately, this resulted in significant and unexpected issues, particularly for motorists heading from Swindon towards Royal Wootton Bassett. Many drivers, unfamiliar with the new junction layout, found themselves in the incorrect lane and had to navigate the roundabout for a second time in order to use their intended exit. In addition to this, the number of vehicles using the M4 westbound exit slip to head towards Swindon was higher than predicted and did not help the situation. The site team worked to correct the signage as soon as possible and have ordered additional signs to give drivers extra notice to get in the correct lane. We are also reviewing the road layout to ensure capacity is maximised throughout the junction.

Road users will also have noticed that the signals at junction 16 are not operating at their most efficient. This is because the reactive ‘loops’ in the road, which allow the signals to be intelligent and respond to traffic volume, needed to be taken out of use to allow us to construct the project. The temporary signals have been running on fixed timings and have been adjusted by specialist traffic signal engineers, to optimise traffic flow through the junction. Once installed, commissioned and fully operational, the new permanent signals will maximise the operational efficiency of the junction, by adjusting the green time for each approach to the roundabout as required.

26/02/2018 Latest news and updates on the project 


The team continues to make good progress on Junction 16, completing a large amount of surfacing work during the overnight closures last week. Weather permitting the overnight closures have continued weekend 24/25 February.

Subject to the completion of the work planned, some of Junction 16 will be running on an updated layout from Monday, 26 February 2018. This will see significant changes for drivers heading from Swindon to Royal Wootton Bassett, whilst drivers coming from Hay Lane (B4005) and M4 Westbound exit slip will need to be prepared to get in the correct lane sooner. We would advise that you take some time to familiarise yourself with the plan below.
