Minutes March 2018

MINUTES of the meeting held by Lydiard Millicent Parish Council on Thursday 8th  March 2018, in the Jubilee Club House, Meadow Springs, Lydiard Millicent, commencing at 7.30pm.

 

PRESENT:     Cllrs Dean Cobb, Sarah Hill Wheeler, Vernon Montgommery,  Sian Penning, Alan Pfleger (Chairman),  Richard Selwood, Mike Sharp, Phil Shepherd.  Mrs Deborah Bourne (Clerk).

Also Present:  Nine members of the public.

 

Public Question Time:  Various questions were raised.  Residents were advised to contact Cllr Groom for Wiltshire Council issues.  Organizers of a festival being held on 28 July 2018 in Lydiard Park attended to reassure Councillors there would be minimum disruption.

Neighbourhood Watch:   Signage stating Lydiard Millicent is covered by a Neighbourhood Watch Scheme has been updated.

Community Speed Watch: Three new volunteers have been trained and will be joining the team very shortly.

Neighbourhood Plan Steering Group:  All residents are invited to view and comment on this draft plan.  Steering Group members will be available in the Parish Hall on Saturday 17th March 2018 between 2.00pm and 5.00pm to discuss; alternatively comments can be left in marked boxes at various sites around the parish. 

 

Wiltshire Council Report:  No Report Received.

 

026/18 Apologies for Absence

Apologies for absence were received from Cllr Andre Kayani; he had work commitments.

 

027/18 Declarations of Interest 

There were no Declarations of Interest regarding any items on this agenda.

 

028/18 Minutes

 An objection was raised concerning minute reference 025/18; some Councillors were unsure it was the correct resolution.

RESOLVED to strike the wording (Resolved that the Cricket Square be used for the 2018 season and a decision will be made in September about continuing in 2019 and onwards.  It was also resolved that the Open Spaces Working Group collects further information and contact Parish Councils who already manage grass wickets.)  from minute 025/18.

Further RESOLVED to insert the wording “No Resolution was made for use of 2018.  RESOLVED that WG will carry out further research 

The above alterations were made by the Clerk; the amended minutes were adopted by the Council and duly signed by the Chairman.

 

029/18   Chairman’s Announcement

There will be an Open Spaces Working Group meeting next week.  An Extra-Ordinary meeting of the Council will be called for 29 March 2018 to discuss future usage of the Cricket Square.

030/18   Planning Matters

RESOLVED to send no comments to Wiltshire Council on the three applications listed above.

031/18 Finance

  1. Standard and regular monthly payments for March will be presented to the April meeting.  These accounts will be reviewed and the cheques signed by two Councillors as required under the Councils Financial Regulations.

 

  1. There were no non standard payments, reimbursements or expenses submitted for February.

 

  1. Accounts & Audit Regulations require that a Parish Council reviews and assesses its risk regularly, preferably every year.  A General Risk Assessment was prepared by the RFO for consideration at this meeting.

RESOLVED that the General Risk Assessment be deferred to the next meeting, to allow Councillors to review and comment if required.

032/18   Parish Identity Signs

Further to min ref 021/18 two prototype signs were commissioned; they were made actual size, and of material needed for use on a highway.  Councillors and Residents were able to view the signs at the meeting.  A meeting has been held with a Wiltshire Council Traffic Engineer who has given advice on siting of the signs.  Councillors commented that the Logo colouring was dark, compared to colouring on computer graphics.

RESOLVED to check colour and capitalisation of Parish

033/18 Purton Parish Neighbourhood Plan

Neighbourhood Planning (General) Regulations 2012 govern the progression of a Plan; Purton Parish Neighbourhood Plan has reached the regulation 16 consultation.  This regulation states all interested parties, includes neighbouring parishes, should be invited to comment if they so wish.

The Purton Parish Neighbourhood Plan identifies Purton as a large village, with Purton Stoke as a small village and the areas of Hayes Knowles and The Fox as Open Countryside.

RESOLVED to send No Comments to Purton Parish Council.

034/18   Date of Next Meeting

The next Parish Council meeting is scheduled for Thursday 5th April 2018.  This will take place in Lydiard Millicent Parish Hall, commencing at 7.30pm.

035/18   Councillors Observations, Communications or Update

Councillors were invited to share observations and updates.  Councillors will also be requested, in future meetings, to identify what they wish highlighted in communications.
